Rob Vincent, Announces Candidacy for West Virginia House of Delegates, District 99

I am a U.S. Navy veteran and seasoned executive with nearly four decades of leadership in behavioral health, education, and federal policy, today I am announcing my candidacy for the West Virginia House of Delegates, District 99.

My commitment to public service is rooted in my upbringing in Show Low, Arizona, where poverty and foster care shaped my early years. My civilian career began at the Olympia Educational Service District 114, in Bremerton, Washington as an adolescent treatment specialist serving fifteen school districts, and then as a vocational teacher and later as a K–12 school administrator, leading behavioral health services, school safety, student support, and school‑community partnerships. I went on to serve as president of his local teachers’ union, championing fair working conditions and collaborative labor‑management relationships.
At the federal level, I served as Associate Administrator for Alcohol Prevention and Treatment Policy at the Substance Abuse and Mental Health Services Administration (SAMHSA). In that role, he provided national leadership on alcohol policy, coordinated with governors’ offices and state agencies, and advanced evidence‑based prevention and treatment strategies focused on youth and community‑based care.
In business, I spent more than a decade as president and chief financial officer of Vincent, Inc., overseeing enterprises dedicated in retail sales as a Baskin-Robbins franchisee, and in workforce development, community services, and small‑business operations.
“I’m running because West Virginia deserves leaders who listen, who solve problems, and who will deliver results,” My life has been shaped by service — in the military, in our schools, and in public health. I am ready to bring that experience to the House of Delegates and work every day for the people of District 99.
