Hi, I'm Rob Vincent

WHERE I COME FROM

Friends, my story begins twelve generations after my family arrived in the United States and continues through a childhood shaped by poverty and foster care in rural Arizona. Those early years taught me resilience, responsibility, and a belief that everyone deserves a fair chance.

A THRIVING CAREER

I started my career in the U.S. Navy, serving during Operation Desert Shield and Desert Storm before building a 38‑year path as a senior public‑sector executive across education, behavioral health, and federal policy.


My early civilian service as a vocational teacher and K–12 administrator grounded me in the day‑to‑day realities of schools, workforce readiness, and community safety. As president of the local teachers’ union, I advocated for educators, students, and families while navigating complex labor‑management challenges. I later served more than a decade as President, CEO, and Chief Financial Officer of Vincent, Inc., overseeing three enterprises focused on workforce development, community‑based services, and small‑business operations. In that role, I led corporate strategy, financial management, human resources, curriculum development, and statewide training programs for behavioral‑health professionals.

Most recently, as the Associate Administrator for Alcohol Prevention and Treatment Policy at SAMHSA, I worked across the federal government and with states nationwide to strengthen prevention, treatment, and community‑based services. My portfolio included advising governors’ offices, state agencies, and federal partners; managing more than $200 million in public contracts; and leading national initiatives that expanded state and local capacity in prevention, early intervention, and treatment.


The combination of my military, education, business, and federal leadership positions me to advance priorities in public safety, health and human services, education, and intergovernmental affairs with a proven record of bipartisan collaboration and measurable results.

My mission is to ensure that every person in Jefferson County has a fair chance to succeed—whether they live in Charles Town, Shepherdstown, Ranson, Harpers Ferry, or our rural communities that too often get overlooked. When equality meets opportunity, families thrive, schools strengthen, and our local economy grows in ways that lift everyone.


I am committed to building a county where students have the resources they need to learn, where working people are respected and supported, where behavioral health care is accessible, and where small towns and rural areas share in the same opportunities as our fastest‑growing communities.


Jefferson County shows what’s possible when people work together across differences. That spirit should guide the future of West Virginia. By investing in strong schools, safe neighborhoods, reliable infrastructure, and a workforce that’s treated with dignity, we can create a state where every community—from the Eastern Panhandle to the southern coalfields—has a real path forward.


Equality meets opportunity when we remove barriers, expand access, and make sure that every West Virginian—no matter their background or ZIP code—has the tools to build a better life. That is the mission I carry for Jefferson County and the promise I believe our entire state can fulfill.
