CHARLES TOWN, WV — Rob Vincent, candidate for the West Virginia House of Delegates in District 99, announced two bills he will introduce to restore local authority and protect community resources as data center development accelerates in Jefferson County.
The first measure, The Local Control Restoration Act, would amend HB 2014 to repeal the ban on local zoning and other regulations under which all other businesses live. It would also reverse HB 2014’s diversion of half of all data‑center property tax revenue to the state, ensuring those funds return to local governments and school districts where impacts are felt.
The second measure, The Data Center Water Protection Act, would establish clear standards for water use, groundwater protection, and public disclosure amid growing concerns about high‑volume withdrawals and secrecy around data center proposals.
“These bills put Jefferson County residents first,” Vincent said.
